Zebra Liquid Vocational Institute (ZLVTI) is a registered vocational and skilling institution in Uganda, located in Uganda, Kampala. The Institute is committed to empowering youth, women, and persons with disabilities through practical vocational training, entrepreneurship, and innovation.
ZLVTI is implementing the ‘End Poverty Today Project’, a five-year initiative focusing on skill development and digital marketing promotion for products, goods, and services across selected regions in Uganda.
1. Source of Funds
ZLVTI has an approved budget from various donor funds for the procurements described in this advert. These funds will be used for the procurement of goods, services, and works under framework agreements/contracts and purchase orders resulting from this short listing process.
2. Instructions to Providers
2.1 Introduction
ZLVTI will evaluate and shortlist all eligible, competent, and legally qualified companies for the provision of goods, services, or works for 2026 – 2028.
Shortlisted firms may be invited multiple times during the financial year to submit proposals/quotations. ZLVTI reserves the right to add similar types of goods, services, or works to the shortlist.
2.2 Eligible Applicants
Applicants must meet the following criteria:
Legal Capacity – The applicant can legally enter into a contract.
Financial Status – The applicant is not:
Insolvent;
In receivership;
Bankrupt; or
Being wound up.
Business Status – The applicant’s business activities are not suspended.
Legal Standing – The applicant is not subject to legal proceedings for any of the above.
Tax Compliance – All tax obligations have been fulfilled.
Operational History – Must have been operational for at least three (3) years.
Applicants may be natural persons, private entities, legal entities, government-owned entities, or combinations thereof (joint ventures, consortiums, or associations). All parties in a joint venture shall be jointly and severally liable.
Applicants must not have conflicts of interest, including shared shareholders, common legal representatives, prior consultancy on the bid, or other relationships affecting the bidding process.
Applicants must submit only one bid per process, either individually or as part of a joint venture. Applicants with records of child abuse or child protection violations will be disqualified.
2.3 Cost of Applying
Applicants bear all costs for preparing and submitting applications. Bidding documents are available from ZLVTI’s National Office in Kampala, and other upcountry locations upon payment of a non-refundable fee of UGX 110,000 per category. Payment should be made to:

Bids forms shall be requested on mail (procurement@zebra-liquid.com ) upon sharing proof of payment of bid application fee.
3. Preparation of Applications
Language – Applications and correspondence must be in English.
Eligibility Documents – Applicants must provide evidence of legal status, financial, technical, and production capability. Incomplete applications will be disqualified.
Format & Signing – Submit documents as one file named:
“Shortlisting Documents for Provision of Services or Supplies to Zebra Liquid Vocational Institute, 2026 – 2027”, indicating the Code/Ref No. and office location.
All pages must be signed, initialed, and numbered sequentially.
Interlineations or corrections must be initialed.

5. Reading and Evaluation
Applications will be read without applicants present.
Evaluation will consider:
Legal status
Tax compliance
Financial capacity
Relevant experience for the category applied
Category-specific criteria
ZLVTI may request clarifications via email. Failure to respond may result in disqualification.
No applicant should attempt to influence evaluation decisions; doing so will result in rejection.
6. Short listing & Site Inspections
Shortlisted applicants will be notified via email or registered letter.
ZLVTI may conduct site inspections to verify:
Accessibility of the firm
Accessible facilities for PWDs
Physical address
Original legal documents
Relevant experience and dealership
Communication facilities
Failure to meet requirements will result in disqualification.
